"Devil in the detail" of DSA and Vosa merger says industry

The merger between Vosa and the DSA has been broadly welcomed by industry stakeholders.

Earlier today it emerged that the two government agencies would begin on a path that would see them merged in 2014.

Karen Dee, Freight Transport Association director of policy, said she could certainly see some potential for this in the proposed merger – particularly if it allowed transport managers to check their OCRS scores at the same time as their drivers’ DCPC status.

“While bringing Vosa and DSA together puts testing of drivers and vehicles in one place, licensing of both will still be dealt with by DVLA,” she said. “It is questionable therefore whether the proposals will deliver the improved links between testing and licensing that operators feel are necessary.  The FTA looks forward to working with the new – and existing – agencies to bring this about.”

Road Haulage Association chief executive Geoff Dunning said: “This move makes obvious sense to an industry that is surrounded by regulations from number of regulatory bodies.”

He did say he was concerned that the merger would be another case of “the devil being in the detail” and he would welcome the opportunity to contribute to the negotiations as to how the new system will actually work.

“We have always had a good relationship with both the DSA and Vosa and are confident that this will continue with the new, single, regulatory body,” he insisted.

A spokesman for the Public and Commercial Services Union said it did not expect there to be an impact on service delivery. However he did have concerns about the effect on some staff in back office roles.

“We certainly hope the decision isn’t being led solely by budgetary considerations and will closely monitor the likely impact on road users. We would naturally have very grave concerns if it looked like cuts were driving something that compromised road safety,” he said.
