Suspension lifted after firm makes changes

North Eastern traffic commissioner (TC) Kevin Rooney has lifted the O-licence suspension of West Yorkshire-based LA Scaffolding after hearing how the firm had made “significant improvements” since a public inquiry one month earlier.

In January the TC prevented the business running any vehicles to transport materials for its business, after Vosa investigators reported that the firm’s vehicle maintenance standards were unsatisfactory, including the use of a vehicle with significant safety failings.

However, at a second hearing held in February, TC Rooney said he was satisfied the company had made major improvements and lifted the suspension, although he did record a formal warning against the licence and ordered the business to have an audit in six months.

A Vosa vehicle examiner visited the company’s premises in Rothwell in August 2012 to investigate an incident where a vehicle was prohibited for safety defects.

During the inspection, paperwork and records for vehicle safety checks revealed shortcomings, including that routine inspections were not occurring and some vehicle defects had not been repaired despite being identified to the company.

The TC added: “The operator has made significant improvements in management systems since the original hearing, recruited a qualified transport manager and joined the Road Haulage Association to ensure improvements are sustained.”
