DVSA doesn’t know how many still need Driver CPC

The DVSA has admitted it doesn’t know how many professional drivers will need to complete the Driver CPC, with just months to go before the deadline for the process.

Most HGV drivers have until 10 September to complete 35 hours of mandatory Driver CPC periodic training. Although the deadline for coach and bus drivers passed last September, tracking progress has been difficult during the process as no distinction is made in official data between HGV or PCV licence types, with all professional drivers lumped in together.

Up until earlier this year, the DVSA had stuck to its long-held estimate that between 500,000 to 750,000 professional drivers would need to complete the Driver CPC process (excluding new entrants). This figure had tallied with the DVSA’s running total of the number of drivers engaged with the Driver CPC process.

The engagement is defined as a driver who has completed at least seven hours of training, but also included those who have completed the process. Although not perfect, it provided a guide to how the road transport industry was progressing. However, in March the DVSA announced that it had not taken into account last August’s decision to exempt the list of mechanics taking a vehicle for test from its estimate, and cut the total by 75,000. This reduced it to between 425,000 to 675,000.

This created an immediate issue, namely that the number of those engaged with the Driver CPC process already exceed the top end of the range (736,288 in March alone).

Responding to CM’s request for clarification, a spokesman for the DVSA said: “The original figure for the total number of professional drivers was a broad estimate agreed by the industry when Driver CPC was introduced in 2008. This is not a definitive measure of the number of drivers requiring Driver CPC.”

Despite this, he added: “We are encouraged to see that the majority of professional drivers are already engaged with Driver CPC.”

Jack Semple, director of policy at the Road Haulage Association, said all of the partners had been on a learning curve, adding
that it was ultimately up to the industry to make Driver CPC work.

“The regulators have not taken this process as seriously as they could have done. They could have done a better job, as the industry could have done,” he said.

  •  As of April this year, 440,504 professional drivers had completed the Driver CPC and their Driver Qualification Cards had been issued. Almost 750,000 drivers were active in the Driver CPC process.
