TCs report 2013: North East traffic area

In his contribution to the traffic commissioners’ annual report 2012/13, North East TC Kevin Rooney (pictured) said regulators should only intervene where there is a clear case for protection of the industry.

Statistics from the document show that the total number of licences in issue fell from 84,072 in 2011-12 to 80,894 in 2012-13.

He explained: “It is impossible to miss the continuing downsizing of the GB commercial vehicle fleet, both in terms of vehicles specified and numbers of operators. “The business realities that cause this shrinkage play themselves out day-in, day-out in the public inquiry room whether it be an application following a pre-pack administration or an operator who has cut costs on maintenance or not replaced his fleet.”

TC Rooney issued a reminder that an O-licence is not like a TV licence or a tax disc, but authority to operate large vehicles, disproportionately involved in causing death and serious injury.  He added: “That authority to operate brings with it the complete responsibility for doing so safely and fairly.”
