Driver CPC exemptions for technicians now in effect

Changes that make mechanics, valets and fitters who take LGVs to their annual test exempt from the Driver CPC have come into force today (13 November), the Driving Standards Agency (DSA) has said.

Following the result of a consultation in August, mechanics who deliver vehicles for repair or testing have been removed from the remit of the legislation, as long as the vehicles are unladen, not being used for hire or reward, driving is not their main job, the vehicle remains within 50km of base, passengers are not being carried and it is being taken to an authorised testing facility or a Vosa test station.

Vosa will not be able to pursue or issue fines to these drivers for Driver CPC infringements.

Former transport minister Stephen Hammond said making Driver CPC compulsory for mechanics who only drive LGVs for a short amount of time was “costly and time-consuming”.

The consultation was launched in June after the Road Haulage Association and Freight Transport Association wrote a joint letter to Hammond stating that approximately 30,000 technicians would not be able to complete the training before the September 2014 deadline.
